    Job Summary

    Employee in this classification is responsible for assisting the Administration Manager and will perform secretarial duties, record keeping and administrative detail and follow-up functions.  This employee is responsible for performing specialized duties and varied administrative tasks which require the incumbent to possess technical, research skills, and administrative experience. This employee must be well organized, have excellent secretarial skills and be able to have a good working relationship with management, staff and the public.

    Job Responsibilities

    • Operate in executive’s full confidence and assures discrete handling of confidential files and other business.
    • Assists Port Director, Deputy Port Director, Commissioners, Administration Manager and staff members with transcribing, typing, translation, and scheduling travel as required.
    • Assist in the preparation of the agendas and packets for the Board of Commissioners’ meetings.
    • Communicates effectively with other departments

    • Maintains files, sorts incoming mail and documents for the Port Director’s Office.
    • Prepare and/or edit correspondence, communications, presentations and other documents

    • Order, maintain, distribute port promotional items for Port Director’s Office and Commissioners

    Minimum Qualifications

    • At least a High School graduate or equivalent supplemented by business-college courses in business or secretarial subjects required.

    • Able to follow assigned tasks to completion with a minimum of direct supervision.
    • Must be able to organize work, set priorities, meet critical deadlines, and follow-up on assignments with a minimum of direction.

  • Administrative Services Clerk

    TITLE: Administrative Services Clerk

    DEPARTMENT: Administrative Services Department

    CLASSIFICATION: Clerical Technical Employee – CT2

    Job Summary

    Under the direction of the Director of Administrative Services, this employee is responsible for implementing and enhancing the Brownsville Navigation District’s (BND) (d/b/a the Port of Brownsville) departmental document management programs, both to ensure compliance with all legal requirements and to provide staff with effective, easy-to-use processes for maintaining and retrieving information vital to BND objectives and operations. The incumbent also provides assistance to the Director of Administrative Services in their duties, which include risk and asset management, election administration, license and permit administration, public information responses, salvage disposition and policy development and maintenance. The following statements are intended to describe the general nature and level of work performed by this incumbent.  They are not intended to be an exhaustive list of all responsibilities, duties and skills required.



    Job Responsibilities

    • Records Management
      • Participates in developing and implementing BND document management and records retention programs, systems and procedures.
      • Plans, organizes, implements, and maintains departmental document management and control programs, methods, practices and procedures to ensure compliance with all applicable laws and regulations and sound professional guidelines of practice.
      • Promotes standardized BND-wide naming methodologies, numbering systems and filing protocols.
      • Participates in developing procedures for managing electronic records including the overseeing the implementation of BND’s electronic document management system and the scanning of all BND records.
      • Creates and generates document control forms and reports.
      • Supervises the maintenance of centralized BND files.
      • Administers the BND-wide destruction of records in accordance with the records retention schedule including the preparation of Certificates of Destruction, working with all departments in the purging of files and coordination of the timely destruction of records.
      Risk and Asset Management
      • Assist department director with property and liability insurance documentation, including maintenance of documents and tickler systems for certificate of insurances.
      • Assist the Maintenance department with the process of Port vehicle titles, registrations and vehicle recall notifications.
      Election Administration
      • Assist the department director with the administration of BND elections, to include providing assistance to candidates in the filing of their required forms.
      Licenses and Permits
      • Assist with the maintenance of documents and tickler systems for the license and permit programs.
      • Serve as a backup for the sale of Overweight and Daily Entry Permits.
      Public Information
      • Assist with internal record requests, interfacing and coordinating as required with the Public Information Officer and the Executive Management Team.
      • Assist the Public Information Officer with requests for public information documents.
      • Research of complex and unusual inquiries for District staff or as requested by outside agencies.
      Salvage Disposition
      • Assist the department director with the preparation and cataloging of surplus, salvage, and unclaimed property in preparation for its disposition.
      Policy Development and Maintenance
      • Assist the department director in policy development and maintenance, including performing research and preparation for policy presentations.
      General Clerical Duties
      • Notarize District documents as required.
      • Serve as assistance/backup to Executive Administrative Assistant.
      • Assist in the preparation of the agendas and packets for the Board of Commissioners’ meetings.
      • Maintain the inventory of supplies for the Permit Building and oversee the ordering of supplies as needed.
      • Perform related work as required.

    Minimum Qualifications

    • High school diploma or equivalent.
    • Bilingual (English/Spanish); oral and written proficiency in the Spanish language.
    • Three to five years of increasingly responsible professional experience in a position of office administration with experience in the development and maintenance of comprehensive document and records management programs and systems.
    • Intermediate PC skills.
    • Ability to understand and follow oral and written direction.

    Preferred Qualifications

    • Bachelor’s Degree in Business Administration, Business Technology, Public Administration, or a closely related field.

  • Cargo Facilities Inspector II

    TITLE: Cargo Facilities Inspector II

    DEPARTMENT: Harbormaster Office

    Job Summary

    This employee will be responsible for assessing the conditions of the waterfront facilities before and after docking and stevedoring operations have occurred. In addition, this employee will also observe conditions of the fishing vessels and docks at the Fishing Harbor.  Duties include inspection and oversight of docks, wharves, storage and lease areas for rule enforcement and compliance and issuance of maintenance work orders. This position requires that the employee gather information from various sources and enter it into a computerized system.  This employee has extensive contact with the public to include steamship agents, stevedores, officers of governmental agencies, and other BND employees. There is a high degree of mental and visual attention necessary in the performance of this job. Shifts are scheduled on a 24-hour basis. Day and night shifts are a possibility.

    Job Responsibilities
    • Assess and report all conditions on docks and warehouses before and after docking and stevedoring operations.
    • Enforce leasing regulations.
    • Observe and report any unsafe conditions at the Fishing Harbor.

    Job Summary

    This job requires the use of drawings, wiring diagrams and specifications, a wide variety of precision measuring instruments, and a broad shop knowledge.  The job requires considerable physical effort along with continuous mental or visual effort.  This employee follows the lead of a licensed Electrician, or a Supervisor

    Job Responsibilities

    • Help troubleshoot and repair electrical power systems, control circuits, and camera systems.
    • Help troubleshoot, repair electrical components within our sewer plants.

    Job Summary

    Employee in this job should demonstrate attention to detail and have good interpersonal skills. Employee should have proven experience working with heavy and diesel machinery. Employee will be responsible for all aspects of maintenance, and repair of vehicles and diesel-powered heavy equipment (ie: Excavators, Bulldozers, Frontend Loaders, Backhoes, Motor Graders, Skid Steer, Dump Trucks, and other equipment). Duties include running diagnostic tests on equipment, analyzing diagnostic test results, repairing, or replacing engines, steering, transmissions, braking system, lighting system, perform preventive maintenance, test driving to gauge repairs and performance.

     

    Job Responsibilities

    • Determine condition by conducting inspections and diagnostic tests on diesel engines or heavy equipment and interpreting the results to offer suitable solutions.
    • Repairing equipment systems including suspensions, steering, exhausts systems, electrical systems, and lighting systems.
    • Repairing or replacing equipment transmissions, brakes, engines, and other associated parts.
    • Repairing damaged equipment parts and attachments like blades, pistons, hydraulics and booms.
    • Conduct job site repairs or sudden breakdowns as
    • Complete oil changes, wheel balancing, alignments, and brakes

    TITLE: Professional Accountant

    DEPARTMENT: Finance

    Job Summary

    Under general direction of the Accounting Supervisor, Assistant Director of Finance and/or the Director of Finance, performs a variety of technical financial accounting and program support duties in cash management, accounts receivable and billing, accounts payable, cash receipts and disbursements, project accounting, fixed assets and general ledger. This position involves a high level of independent judgment. This employee will be required to interpret the Port’s Tariff and departmental policies and practices.

     

    Job Responsibilities

    • Review and reconcile assigned ledgers and accounts and maintain appropriate supporting documentation.
    • Prepare monthly recurring journal entries and adjusting journal entries.
    • Assists with the preparation of monthly financial statements, operation summary, and other financial reports.
    • Prepares accounts receivable billing, including utilities, leases, agent rebates, and service charges.
    • Assists in identifying past due accounts and issuing delinquent letters.
    • Prepares and posts accounts payable vouchers and other vendor payments.
    • Assists with cash management including preparation of monthly bank reconciliations, preparation of transfer checks between the Port’s accounts, reconciliation of daily receipts and reconciliation of weekly disbursements.
    • Maintains fixed assets accounts, including depreciation schedules.
    • Assist with payroll process duties.
    • Prepares 1099s,1099Rs and other year-end reports.
    • Assists in distribution and recording of pension contributions and payments.
    • Provides accounting and bookkeeping assistance/training to other departments.
    • Maintains files assuring discrete handling of confidential material.
    • May be called upon to perform receptionist duties.
    • Performs other duties as assigned.
     

    Minimum Qualifications

    • Bachelor’s degree in accounting or a closely related field.
    • Must have the ability to work well and start and complete projects with minimal supervision.
    • Must be competent in the use of Microsoft Word, Excel, and PowerPoint, and must be able to adapt to new technology.
    • Must have some knowledge of modern accounting practices, office terminology, procedures and equipment.
    • Must have the ability to maintain established records and files.
    • Must be able to maintain an effective working relationship with other employees, vendors, customers and the public.
    • Must have the ability to work in coordination with other employees on a common project.
    • Must have the ability to exercise good judgment in the making of minor decisions in accordance with rules, policies and procedures.
     

    Preferred Qualifications

    • Three (3) years of experience in governmental accounting and budgeting.
    • Bilingual (English/Spanish).

    Job Summary

    This position performs skilled manual and technical work in connection with water and sewer system construction and maintenance programs, water meter repair and testing, and the operation of a water treatment plant and water pumping stations. Duties include laying out work and maintaining work schedules. Work is received in the form of specific assignments through frequent conferences with a supervisor and is inspected occasionally while in progress and upon completion for quality and quantity of work accomplished.  

    Job Responsibilities

    • Works with field crews and participates in the construction of extensions to the water and sewer distribution systems.
    • Performs monthly testing of water supply.
    • Acts as a Water and Wastewater Treatment Operator and performs specialized work in the proper operation and maintenance of water treatment plants and pumping stations.
    • Takes and records readings of instruments, adjusts equipment, and maintains an operations log.
    • Performs preventive maintenance procedures.
    • Collect and analyze water samples.
    • Conduct pressure tests on system.
    • Maintains and replaces fire hydrants.
    • Perform routine maintenance to hydrants.
    • Flush water systems when needed, including hydrants and dead-end water flows in underground pipes.
    • Install and repair meters.
    • Assists in preparation and maintenance of water and sewer division records including diagrams of services and extensions.
    • Maintains and checks inventory of supplies and equipment in accordance with established procedures.
    • Perform all other duties as required or as situation dictates.

    Minimum Qualifications

    • High school diploma or GED
    • Two years formal HVAC trades training or equivalent experience and/or certification
    • Three years’ experience in electrical construction or maintenance.
    • Ability to use precision electrical and electronic instruments, AC and DC welding equipment, hand tools, and other tools as assigned with proper instructions, as appropriate to the position being hired
    • Ability to plan and perform unusual and difficult work involving the use of considerable ingenuity, initiative and judgment.
    • Ability to operate heavy equipment when needed (motor grader, backhoe, loader, excavator).
    • Ability to understand and follow oral and written direction.
    • Ability to maintain effective working relationships with other employees and the general public.

    Preferred Qualifications

    • Bilingual (English / Spanish)
    • Possession of a class “A” wastewater and surface water certificate as issued by the State of Texas.
